Turner Construction is conducting an exclusive construction educational program in USA

Turner Construction Company declared its educational program alias “the 2015 Turner School of Construction Management (TSCM)” which is hosted by the DC Small Business Development Center (SBDC) at Howard University.

In this educational program there will be an 8-week course that involves management training and certification to prospectivesubcontractors. This construction education program will start on March 25 and will continue upto May 13. More than 150 companies in the Greater Washington, DC area can avail this educational opportunies.

Turner is making alliance with the DC Small Business Development Center, a mutual initiative of Howard University, the Small Business Administration (SBA), and District of Columbia small business community stakeholders to expand the prospects for small, local contractors by providing training on how to tender bid efficiently, propose to, and perform with a company having similar strength of Turner. The motto of TSCM is to organize the subcontractor market in a better way to succeed and carry out work in the Washington, DC area.

Turner staff and select industry partners having several years of working experience in thejobsite and who are considered as subject-matter experts, will perform as the course instructors.

The educational program 2015 will focuses on field operations, accounting & banking,construction estimating, safety and sales & marketing. The program has provided huge benefits to the attendees to create networks as well as long-standing business relationships, and set up flourishing joint ventures to obtain contracts with Turner and other industry leaders. The DC Small Business Development Center Network will carry on offering no-cost technical assistance to the attendees.

Turner has rewarded over $1 billion in contracts annually to minority-owned businesses since past 10 years as well as awarded more than $1 billion to MBE contractors in 2012. Many graduates of the Turner School of Construction Management get the ability to accomplish work on Turner projects and joint-ventures. In the past year, the District of Columbia SBDC trained more than 400 small businesses all over the city with recent clients getting nearly $4 million in capital development.

How to hold a subcontractor by the contractor to its bid

Many times, the contractor has to face problem for relying on the subcontractor’s low bid as after being awarded the prime contract to the contractor, the subcontractor refuses to work at the price originally bid.

In this situation the contractor has no alternative than hiring a subcontractor from a different company at higher charges.

So it is important for a contractor to assess properly whether he/she can hold a subcontractor to its bid.

The contractor should consider the following points to perform the same.
·         Suppose the subcontractor provides only an estimate of the cost of the work without proposing to create a specific offer for executing the work at that price. 
·         Suppose the subcontractor’s bid or proposal is made unpredictable specifically or needs modification. Is there an apparent and clear-cut offer under such situations? 
·         Should the subcontractor contain genuine knowledge and anticipation that the contractor will apply his bid or proposal while suggesting a bid or proposal for the total project? 
·         Is there any rules or regulation in the construction industry that ensure the reliability of a subcontractor upon which a contractor can trust in the subcontractor’s bid or proposal in the making of the contractor’s overall bid or proposal on the project? 
·         Does the subcontractor’s bid or proposal varies to a large extent from the other bids or proposals that the contractor obtained? 
·         Is there an evident mathematical miscalculation in the subcontractor’s bid or proposal that the contractor can notice apparently? 
·         Is the subcontractor’s bid or proposal much lower as compared to other quotes obtained on the same project?  If so, does the contractor undertake any method to authenticate or certify the subcontractor’s bid or proposal? 

·         Does the contractor give the wrong impression about an inexperienced subcontractor ensuring that the subcontract work can be accomplished at a price offered by the contractor when that price undervalued the accurate cost of performance?

Techniques of Construction Cost Estimate

Construction cost estimating associates evaluating materials, labor, overhead, subcontractors and equipment needed to complete a project. Estimates come in two forms: hard money and cost plus. Hard money approximate is the ultimate cost for a project. Cost plus is shaping the whole cost for all aspects of the project plus adding profit margins. It's important to balance giving an attractive estimate with being able to turn a profit on a project.

Estimating is the mainly significant of the realistic aspects of construction management, and the matter deserves the nearby attention of one aspiring to a career in the profession. It is a relatively easy subject to understand; however, as it brings one up against practical work, methods and system, knowledge of it cannot be acquired without close application.

Estimating Materials
From the approximate of a work it is potential to conclude what materials and in what quantities will be necessary for the work so that the arrangements to procure them can be made.

Labor
Labor is the largest expenditure on any construction work. When estimating, imagine a margin for overtime and also lost time because of difficult weather. Balance the cost of adequate labor to meet particular deadlines with fewer workers working extra overtime. Labor expenses comprise more than just the hourly wage. A single worker laboring through overtime might be less expensive than two workers laboring during regular hours.

Overhead
Overhead costs such as securing permits, deposits for utilities, job site insurance, connecting utilities, and extraneous expenses (security, framing, etc.) should also be factored in to the estimate. Some items, such as office operations or mandated workers' compensation payments, are considered the "cost of doing business," and it is up to the estimator to balance what to absorb and what to add to the estimate to ensure getting the job.

Estimating Subcontractors
Presently as the estimator is working for the client, subcontractors---plumbers, electricians, etc.---are working for the estimator. Receive all quotes with exact terms and deadlines. Insist on penalties for missed contract terms. When including subcontractors' costs in the final estimate, calculate reasonable markup for profit.

Job Site Equipment Rental
Construction estimating means bringing in equipment not always owned by the general contractor. Skid steers, forklifts, generators, pneumatic tools and compressors and power lifts are examples of rented equipment. Include in the estimate the time needed to complete the job plus a reasonable markup for profit.

Successful Estimating Attitude
Construction estimators walk a well row between trailing the work or receiving the job and not making sufficient money. A victorious estimator is positive, thorough and---most important---has the reliability to do both the company and the buyer right. Approach each estimate with the attitude of providing the best price to gratify everyone connected with the project.

Estimating Plant
An estimate will help in determining amount and kind of equipment needed to complete the work.

Estimating Time
The estimation of a job and the past experience allow one to estimate quite closely the length of time necessary to complete an item of work or the work as a whole.
Whereas the significance of knowing the probable cost requires no emphasis, estimating materials, labor, plant and time is immensely useful in planning and execution of any work.
